The Case Concerning the Frost FIles

The State of Amestonia (Applicant) and the Republic of Riesland (Respondent) appeared before the International Court of Justice to settle their differences concerning the Frost Files.

The case presented the following issues:

1. The legality of mass surveillance programs;

2. The expropriation of property allegedly used in such programs;

3. The legality of preventive detention; and

4. The international legal consequences of cyberattacks attributable to states.
